The system was able to detect a target at a range of 100 kilometers in a real-world environment, the report said. The device employs single photon detection technology.

Quantum radar is a device that uses quantum entanglement photons to provide better detection capabilities than conventional radar systems. The method would be useful for tracking targets with a low radar cross section, such as modern aircraft using stealth technology or targets employing active countermeasures to jam or baffle enemy radar.

My guess is that they entangle 2 photons (well, heaps of them really) and send 1 out and keep 1 near-by (this probably isn't required as you could just generate another photon entangled in the same way when you need it). When they receive a response, they compare it to the entangled photon and if it is different, then something changed it.

The device must ignore all photons that do not exhibit some property they are giving the entangled photons. This means it can actually know if the photon was emitted by the device or if it is some random photon. Then they can compare it to their entangled photons and see what the differences are and try to infer what could cause that difference.

Or they don't care about the difference, just that it is different and only plot those photons to give a picture of what the device sees.
